9th Street Development Company (9SDC) is a team of creative, driven developers focused on unifying and elevating communities. We focus on the ever-changing wants and needs of community members to ensure everyone is empowered within their homes.
We specialize in multi-family, mixed-use, historic renovations, and ground up construction. We are experts in utilizing Federal and State Historic Tax Credits and various grant programs.
Our unique development strategy supports and encourages new businesses and entrepreneurship, rather than leaving vacant storefronts.

Robert Herrera
Robert Herrera is responsible for overseeing active development projects and architectural design. He remains the founder and managing partner of The Mill – a coworking company where he oversaw the growth to over 100,000 square feet. Prior to co-founding 9SDC, Robert had over 7 years of experience as an architect while working with Perkins Eastman and S9 Architects in NYC. Robert is a sitting member of the Delaware Prosperity Partnership Board of Directors.

Stephen Weathers
Stephen Weathers is responsible for overseeing active development projects and property management. Prior to co-founding 9SDC, Stephen was a Senior Project Manager at BPGS Construction—a nationally recognized construction management company— where he managed over $100 Million worth of construction projects during his 7 years of employment. Stephen received his Bachelor of Science in Mechanical Engineering from The University of Delaware.

Robert Snowberger
Robert Snowberger is responsible for overseeing acquisition, development, and financing. Prior to co-founding 9SDC, Robert was formerly the VP of Development for the Buccini / Pollin Group (BPG), managing over $200 Million worth of real estate development projects in Wilmington, DE. Robert is a combat veteran, having served 6 years as a Navy Seal. He left as a Lieutenant after deploying twice in Iraq with SEAL Team 3. Robert received his MBA from the Wharton School of Business.

David Rinnier
David Rinnier sources acquisitions and financings. Prior to 9SDC, he was the head of Capital Markets for Buccini/Pollin Group, where he executed over $750 MM in capital investments. David is also the former Vice President of Capital Markets at Patriot Equities and started his career as an Analyst for J.P. Morgan. Mr. Rinnier studied Finance at the University of Delaware and Real Estate Investment and Analysis at MIT.
